Certification & Eligibility
Arrow Home & Community Services (HCS) is a Texas Medicaid program, and is certified and monitored by the Texas Department of Aging and Disability Services. Individuals must meet the following criteria to be eligible for the program.

  • Have a diagnosis of mental retardation in accordance with Texas state law
  • Be Medicaid eligible
  • Be eligible for a Level of Care in the Texas ICF-MR (Intermediate Care Facility - Mental Retardation) system
  • Choose the Home and Community-Based Services Program over other ICF-MR (Intermediate Care Facility - Mental Retardation) programs within the state's service system

Service Recipients must be approved by their local MRA (Mental Retardation Authority) for participation in the HCS (Home and Community-based Service) program.
