Joe Leshko is the President and Chief Operating Officer of Arrow Child and Family Ministries of Maryland. He earned his Master of Science degree from Morgan State University in 1985. In addition he has earned his State Certificates for Teaching Special Education, Administration and Supervision from Loyola College in Balt="" titleimore. Before joining Arrow in 1996, Joe was employed by the Sheppard Pratt Healt="" titleh Systems where he worked for 18 years educating and advocating for special needs students in a variety of programs and populations. Since joining Arrow, Joe has developed the Arrow Center for Education, Maryland’s foster care division, a 42 bed residential diagnostic program, and a transitional living program for adolescent females. Joe is a Board member of NAPSEC, National Association of Private Schools for Exceptional Children and the current Chairman of NCASES, their National Accreditation Board. He currently serves as Vice President for the Maryland Association of Resources for Families and Youth.

Scott Lundy is President and Chief Operating Officer of Arrow Child & Family Ministries of Texas. Scott is responsible for the overall operation of all program services in Texas. He ensures quality outcomes for youth in programs, fiscal responsibility, and continued growth and development of existing programs. Scott also leads efforts to change behavior intervention strategies, adjust management structure, and coordinate spiritual components in treatment planning in all programs. He has 22 years of human services program development and management experience, and he is a Licensed Professional Counselor and Child Care Administrator. Scott currently serves on committees with Youth for Tomorrow, Council on Accreditation, and Texas Alliance of Child and Family Services.

Steve Chop is the Maryland State Director of Foster Care and Residential Services. He obtained his Master of Social Work degree and Post Graduate Certificate in Human Services Management at the University of Maryland at Baltimore School of Social Work. He currently holds a LCSW-C (Licensed Certified Social Worker- Clinical), and is a Certified Residential Child Care Program Administrator. He joined Arrow in 1999 as the Diagnostic Center Program Director. In August 2003, he published his first article, Relationship Therapy with Child Victims of Sexual Abuse Placed in Residential Care in Child and Adolescent Social Work Journal.

Jennifer McGlothlin-Renault is the Associate Vice President of Arrow's Center for Education in Maryland, where she supervises the operation of the school programs and develops initiatives to improve educational services. Jennifer started with Arrow as a Teacher in 1999 and has served in many different capacities including Principal and Diagnostic Prescriptive Teacher. She earned her Bachelor of Arts in Psychology from Towson State University. She also holds a Master of Arts in Clinical Psychology from Towson University and a Masters of Education from Loyola College of Maryland. Jennifer is certified in Reading and Special Education by the Maryland State Department of Education.

Robyn Pruitt is the Vice President of Texas Programs, overseeing the foster care and adoption programs. She monitors programming to ensure compliance with standards while providing high quality services to children and families. Robyn will also promote new program services to support Arrow's mission of service to the communities and its outreach to help others in need. Robyn has 20 years experience in clinical social work, administration and child welfare services. She obtained her BS in psychology from Texas Christian University and her MSSW from the University of Texas at Arlington. She holds advanced licensure as an LCSW and is a board-approved supervisor. Personally, Robyn and her husband have three children, two of whom they fostered and adopted through CPS. They are active members of their church and missionary community.

Donald Shuffield Donald "Doc" Shuffield is the State Director-South and offices in Round Rock, Texas. He oversees the Foster Care and Adoption programs for the southern half of the state of Texas. Doc has 30 years of experience in human services, working in residential treatment and treatment foster care. He received a BA from Texas A&M University and did post-graduate work at the University of Texas at Austin. He holds licenses as a Child Care Administrator and as a Child Placing Agency Administrator. He serves on the board of the Texas Foster Family Association. Doc and his wife have one daughter. They are active members in the First Baptist Church of Rockdale, working with the youth in their church and community.

Pam Ballard is the Program Director in Camarillo, California overseeing foster care, adoption and proposed transitional living programs in California. Pam comes to Arrow with 28 years experience working with the state of California. Her previous experiences included manager for licensing and regulations for Department of Social Services-Community Care Licensing Division, and a Rehabilitation Therapist for Department of Developmental Services. Pam has also worked as a consultant for ICF-DDH facilities, Group Home Development and Foster Family agencies. Pam has a B.A. from California State University, Long Beach. Pam and her husband attend Camarillo Christian Church.

Melinda Shea has a bachelor of science degree in human development and family studies from Penn State. She has been working in the child welfare system for 12 years, the last 8 of which have been as a Program Director for In Home Services. Melinda joined the Arrow family in 2007 as the Program Director for Foster Care Services. She currently oversees Foster Care, Adoption and In Home Services in PA. She is also pursuing her Masters of Social Work through Temple University.
