Scott LundyScott Lundy

Scott Lundy is President/CEO of Arrow Child & Family Ministries. He is responsible for setting long-term goals for Arrow, and developing strategies to reach them. Scott’s duties include managing Arrow’s $40 million yearly operating budget, ensuring Arrow children receive care that meets or surpasses federal requirements, and leading efforts to secure public and private service contracts. Most recently, Scott led the successful charge to obtain national accreditation for Arrow through the Council on Accreditation. He has 22 years of experience in human services program development and management, and he is a Licensed Professional Counselor and Child Care Administrator. Scott currently serves as president of the Texas Alliance of Child and Family Services, and is a member of the Foster Care Redesign Public Private Partnership and the Committee for Advancing Residential Practices.

Joe LeshkoJoe Leshko

Joe Leshko is the Chief Program Officer of Arrow Child & Family Ministries. He earned his Master of Science degree from Morgan State University in 1985. In addition he has earned his State Certificates for Teaching Special Education, Administration and Supervision from Loyola College in Baltimore. Before joining Arrow in 1996, Joe was employed by the Sheppard Pratt Health Systems where he worked for 18 years educating and advocating for special needs students in a variety of programs and populations.  Since joining Arrow, Joe has developed the Arrow Center for Education, Maryland’s foster care division, a 42 bed residential diagnostic program, and a transitional living program for adolescent females. Joe is a Board member of NAPSEC, National Association of Private Schools for Exceptional Children and the current Chairman of NCASES, their National Accreditation Board.  He is also Chairman of the Provider Advisory Council of Maryland and a board member of the Foster Family-based Treatment Association. Previously, he served as Vice President for  MARFY, the Maryland Association of Resources for Families and Youth.

Randy Brooks

Randy Brooks (SPHR, SHRM SCP) is Chief Human Resource Officer for Arrow Child & Family Ministries and is responsible for the HR, Continuous Quality Improvement, and Facilities teams. He brings to Arrow over 25 years’ experience designing, developing and implementing performance and human resource solutions worldwide, helping companies such as DuPont, BP, ExxonMobil, CIBA, AT&T, Ford, GM, and Pillsbury gain the most from their employees and operations. As a corporate VP, Randy established and led the US operations for a Scottish-based software company, which was recognized as one of the Top 100 places to work in Texas. He served as a Senior Director of Operations for two start-up companies that employed over 1,000 team members. As a consultant, Mr. Brooks established a new training center in Baku, Azerbaijan that received BP corporate recognition. He served as a teaching faculty member for two universities (Mississippi State University and Virginia Tech) over a six-year period. His volunteer activities include serving on the advisory board at Illinois State University to establish a Master’s Degree program of studies in Human Resource Management, and as a guest speaker at other universities such as Clemson, University of Houston, and Sam Houston State University.

Jay PruettJay Pruett

Jay Pruett currently serves as Chief Strategy Officer for Arrow Child & Family Ministries. His primary responsibilities include developing and executing Arrow’s strategic growth plan and fostering relationships with child welfare leaders across the country. Working with other members of Arrow’s leadership team, Jay focuses on formulating strategies that result in unique partnerships being forged between public child welfare institutions and the local church.

Prior to assuming his post at Arrow, Jay was a Principal with The Washington Group, a privately held consulting group based in Atlanta, GA. In this role he provided various consultative services to governmental departments and private agencies seeking to implement community-based systems of care and performance-based contracts. His background in non-profit financial modeling resulted in his selection to rate regulation projects in both Georgia and Wisconsin. He has authored more than 100 program proposals in child welfare, juvenile justice and mental health resulting in nearly $40M in new revenue for his clients.

Jay has spoken extensively across the country on topics ranging from the implementation of evidence-based models to complex systems of care management. He holds a Bachelor’s Degree in Religion and Psychology and an MBA from Union University. Jay and his wife (an LPC from whom he’s acquired what clinical knowledge he has) live in Birmingham, AL. As the proud parents of five wonderful children, they have no free time.

Debi leadershipDebi Tengler

Debi Tengler is the National Relations Officer for Arrow Child & Family Ministries. Her primary roles are to cultivate donor relations and educate the church and community about Arrow’s mission of Helping Kids & Strengthening Families. Debi is an honors graduate from the College of Biblical Studies, receiving a Bachelor of Science degree in Biblical studies with emphasis on Biblical counseling. She is also a licensed and ordained minister with World Ministry Fellowship. Debi has gone from event planning, where she coordinated picnics of fifty people to seminars in the Astrodome with 15,000 guests, and then on to helping birth and run the Alpha Houston office, an evangelism outreach ministry and the first regional office in the United States. When the opportunity arose to assist Arrow with its development needs, she knew it was the right fit, as the basis and core of Arrow aligns with Debi’s heart. Her Christian counseling background and great desire to inspire hope perfectly converge with Arrow’s heart of helping children and families in crisis, further confirming that Arrow is the place for her to serve. Debi and her husband, Chris, own a business in the Champions area of Houston. When she is not building relationships with donors and friends, Debi enjoys public speaking, teaching and sharing the hope she has found through Christ. Playing golf, traveling and spending time with their two grown children, one fantastic granddaughter and family all serve to round out Debi’s blessed life.

Paula Weger

Paula Weger is the Chief Financial Officer for Arrow Child & Family Ministries and is responsible for the financial oversight of the organization as well as the technology and information systems. She received her MBA and BBA degrees, both from Texas A&M University and is a licensed Certified Public Accountant.

She has extensive experience in the for-profit sector in various manufacturing industries such as Texas Instruments, Textron Inc., Stupp Corp (manufacturer of steel pipe for the oil & natural gas industry) and Stupp Bros., Inc. (privately held parent company of Stupp Corp and holder of other various companies in the steel industry). Her background enables her to focus on improving processes, systems, efficiencies, budgeting, forecasting, risk management, internal controls and transparency in providing timely access to financial information for optimal decision making.

Most recently, she was the Chief Financial Officer for Indiana Youth Institute, an Indiana statewide nonprofit organization, focused on improving the lives of children and youth by providing services to those who work with youth. Beyond the financials, she was responsible for technology and information systems, human resources and operations.

Paula is focused on living out her faith by providing services to children, youth and families to ensure safety, improving successful family relations and access to quality education. She has spent her lifetime serving children in ministries at church and has fostered children in her home.
